Ms. Miller has over 13 years of public sector consulting and over seven years of experience on active duty with the Air Force as a Manpower Analyst and Space and Missile Launch Officer. Ms. Miller’s 20 years of providing professional services include complex project and program management, conducting organizational assessments, job analysis, monitoring cost and performance of projects and programs, developing acquisitions strategies, developing and conducting training, assessing human capital and transformational issues. Ms. Miller is responsible for the day to day operations, leadership and development of Catalyst and its employees. Ms. Miller has supported numerous civilian and department of defense organizations throughout her career including the Department of Homeland Security; Department of Energy; Office of Personnel Management; General Services Administration; Department of Interior; the Defense Logistics Agency, Defense Distribution Center; and the Department of the Navy.
Ms. Miller is currently working with private sector companies developing business strategies and business development plans for growing their public sector consulting business.

Mr. Contreras has over 15 years of public sector consulting experience providing professional services including project management, strategic planning, performance measurement, business process reengineering, resource management, and acquisition solutions. As a Partner with Catalyst Advisors, a consulting and professional services firm focused on providing innovative solutions to commercial providers and public sector organizations, Mr. Contreras is responsible for business development, solutions, and program management. Previously, Mr. Contreras was Vice President in charge of the Organization and Strategy Practice for an SBA 8(a) firm in San Antonio, TX and a Partner for a big five accounting and consulting firm in Washington, DC, focused on the public sector. After receiving a Bachelor of Arts degree from the University of Wyoming in 1991, Mr. Contreras began his career working in the Budget Formulation Office of the Internal Revenue Service in Washington, DC. He left the federal government to attend St. Mary’s University School of Law in 1993. He is a licensed attorney with specialized expertise in federal and procurement law and is an active member of the American Bar Association Section of Public Contract Law. Mr. Contreras is a recognized industry expert on government financial management, acquisition, business transformation, privatization and outsourcing. He is frequently asked to speak in various forums sponsored by organizations such as the Potomac Forum, the A-76 Institute, The Performance Institute, George Washington University, the Association of Defense Communities and the American Society of Military Comptrollers.
Mr. Contreras is currently working with commercial and public sector organizations pursuing renewable energy development projects for the US Government.
